This maritime region, recognized by nearly everyone outside of China as part of the Philippines' maritime territory, has seen increasing infiltration by Chinese vessels. Among them are fishing boats, most notably Chinese coast guard ships that have reportedly harassed, collided with, and attempted to board Filipino boats as part of the broader sovereignty dispute.

Portions of the film are incredibly gripping, though often the conflict unfolds as a war of words of seaborne intimidation. Crews aboard the different ships deliver impassioned speeches over short-wave, laden with technical legalese, engaging in a kind of radio diplomacy.

Sustaining the Outposts

The film's title highlights the vital operation by the Philippine army to resupply foodstuffs to isolated garrisons in the West Philippine Sea where soldiers hold the line for extended, lonely tours. These specks of land are often mere dollops of sand in the shallows, no larger than a sports field, reachable solely via fast-moving motorized rafts.

The voyages are undoubtedly scary for the cargo of baby goats, which are shipped with canned goods and other necessities. Footage captures the goats struggling for secure footing as the craft race across the open water.

The Fishermen's Plight

Elsewhere in the documentary communities around the more populated Scarborough Shoal, who express concern over dwindling catches caused by the persistent presence of Chinese fishing boats in their traditional fishing grounds.

A Compelling Subject, Imperfect Execution

From a technical standpoint, the documentary is slightly weakened by a at times meandering narrative approach and a musical score that can feel somewhat melodramatic, amplifying the dramatic moments. However, it remains a compelling examination of a maritime conflict that gets scant attention in Western media.
